23Section 2.1. Section 1628 of the act, amended February 13,
241998 (P.L.72, No.18), is amended to read:

25Section 1628. Late Contributions and Independent

1Expenditures.--Any candidate or political committee, authorized 
2by a candidate and created solely for the purpose of influencing 
3an election on behalf of that candidate, which receives any 
4contribution or pledge of five hundred dollars ($500) or more, 
5and any person making an independent expenditure, as defined by 
6this act, of five hundred dollars ($500) or more after the final 
7pre-election report has been deemed completed shall report such 
8contribution, pledge or expenditure to the appropriate 
9supervisor. Such report shall be sent by the candidate, chairman 
10or treasurer of the political committee within twenty-four (24) 
11hours of receipt of the contribution. It shall be the duty of 
12the supervisor to confirm the substance of such report. [The 
13report] A report filed with the Secretary of the Commonwealth 
14shall be filed electronically. Other reports shall be made by 
15telegram, mailgram, overnight mail or facsimile transmission. 
16Any candidate in his own behalf, or chairman, treasurer or 
17candidate in behalf of the political committee, except a 
18candidate required to file with the Secretary of the 
19Commonwealth, may also comply with this section by appearing 
20personally before such supervisor and reporting such late 
21contributions or pledges.

22Section 2.2. The act is amended by adding sections to read:
