10(a) Findings.--The General Assembly finds and declares as
11follows:

12(1) Special Warfare Operator Chief (SEAL) Lance M.
13Vaccaro was born in Reading in 1972 and was raised and lived
14in Alsace Township from 1973 until 1987, attending the Oley
15Valley School District public schools.

16(2) Special Warfare Operator Chief Lance M. Vaccaro
17graduated from Oley Valley High School in 1990 and after
18studying briefly at Kutztown University enlisted in the
19United States Navy in 1991.

20(3) After serving aboard the U.S.S. George Washington
21and U.S.S. Kitty Hawk, Special Warfare Operator Chief Lance
22M. Vaccaro became a member of the United States Navy's elite
23SEALs in 1997 and subsequently was deployed on overseas
24missions in Kosovo, Afghanistan and Iraq.

25(4) Special Warfare Operator Chief Lance M. Vaccaro died
26during a training mission in the United States in 2008.

27(5) Special Warfare Operator Chief Lance M. Vaccaro's
28awards include the Navy and Marine Corps Commendation Medal,
29Army Commendation Medal, Joint Service Achievement Medal,
30four Navy and Marine Corps Achievement Medals, two Combat
31Action Ribbons, Presidential Unit Citation, Navy Unit
32Commendation, Armed Forces Expeditionary Medal, Kosovo
33Campaign Medal, Afghanistan Campaign Medal, Iraq Campaign
34Medal, Global War on Terrorism Service Medal, Global War on
35Terrorism Expeditionary Medal and Armed Forces Service Medal.

1(6) Special Warfare Operator Chief Lance M. Vaccaro is
2survived by his parents, Joseph and Christine L. Vaccaro.

3(b) Designation.--The section of Pennsylvania Route 12 in
4Alsace Township, Berks County, is hereby designated the Special
5Warfare Operator Chief (SEAL) Lance M. Vaccaro Highway.

6(c) Signs.--The Department of Transportation shall erect and
7maintain appropriate signs displaying the name of the highway to
8traffic in both directions on the highway.
