4Section 1.1. Section 5747(b) of Title 18 is amended to read:

5§ 5747. Civil action.

7(b) Relief.--In a civil action under this section,
8appropriate relief [includes] shall include:

9(1) such preliminary and other equitable or declaratory
10relief as may be appropriate;

11(2) damages under subsection (c); and

12(3) reasonable attorney fees and other litigation costs
13reasonably incurred.
