Amend Bill, page 1, line 3, by inserting after "Education"

; and providing for prohibition on development

Amend Bill, page 4, lines 10 through 30; page 5, lines 1 

through 17, by striking out all of said lines on said pages and

inserting

Section 4.  Prohibition on development of State system land.

Notwithstanding any other provision of law, State system land

may not be leased for the purposes of natural gas exploration,

drilling or production after the effective date of this act.
