Amend Bill, page 3, by inserting between lines 18 and 19

(d)  This section shall not apply unless, within 90 days of

the effective date of this section, the General Assembly

appropriates funds to the department for the purpose of

reimbursing school districts for the administrative costs

incurred in compliance with the duties imposed on school

districts under this section.
