    20       If the provisions of this act regarding access to records
    21    conflict with any other Federal or State law, the provisions of
    22    this act shall not apply.

    23       Amend Sec. 3103, page 103, lines 9 and 10, by striking out
    24    all of line 9 and "DECREE" in line 10 and inserting
    25       Notwithstanding 1 Pa.C.S. § 1937(b), a reference in a statute
    26    or regulation
    27       Amend Sec. 3104, page 103, line 19, by striking out all of
    28    said line and inserting
    29           (2)  Chapters 15 and 17 and sections 3102(1)(i) and
    30       3102(2)(i) shall take effect July 1, 2008.
