MEMORANDUM

Posted: February 16, 2022 04:55 PM
From: Senator Michele Brooks
To: All Senate members
Subject: Allowing Debit Cards as an Option for Small Games of Chance Payment

I soon plan to introduce legislation amending the Local Small Games of Chance Act to allow for Small Games of Chance license holders to be allowed the option of accepting debit cards for payment of Small Games of Chance.

This will be done by abrogating portions of Title 61 § 901.506. Credit play., and putting the payment options into statute.

A lot of individuals do not carry cash, or they may unexpectedly have an opportunity to purchase a small game and they do not have the physical cash on them, but do have their debit card with the funds available.  This legislation will allow fire departments, veterans associations, school booster clubs and other non-profit organizations that have a Small Games of Chance license another option to increase their revenues by accepting the use of debit cards for payment if they so choose.  This will not allow the use of credit cards.  It will only provide for options connected to an account where funds are already present.

Thank you for your consideration of cosponsoring this legislation.  If you have any questions, please contact Fallon Binner at fbinner@pasen.gov.
