MEMORANDUM

Posted: February 11, 2022 03:15 PM
From: Senator Scott E. Hutchinson and Sen. Lisa M. Boscola
To: All Senate members
Subject: Providing Safer Options for Heavy Hauling Permit Holders

In the near future, we, as the Senate appointees to the Hardwoods Development Council, plan on introducing legislation amending Title 75, which would provide for safer options for heavy hauling permit holders.

Currently, heavy hauling permits 50H and 50J needlessly restrict the number of axles that a tractor-trailer combination may use to haul 95,000 lbs. (5 axles) and 107,000 lbs. (6 axles), when hauling pulpwood or wood chips. Amending the current law will allow for permit holders to have the option to use equipment with additional axles if the load meets the weight criteria of the permit.

Providing heavy haulers the option of using equipment with additional axles will improve safety while reducing wear and tear on our Commonwealth’s highways. Additional axles provide additional breaking power to enable the vehicle to stop more quickly. Increasing the number of wheels in contact with the road spreads the weight of the load over a wider surface area, reducing the wear and tear on road surfaces and bridges.

We are pleased to work with the Pennsylvania Forest Products Association in advancing this legislation. Please join us in co-sponsoring this important legislation. If you have any questions, please feel free to contact Matt Deegan at mdeegan@pasen.gov or 717-787-9684.
