Subject: Ensuring Accountability of Act 125 of 2018
 
Passed in 2018, the Public Assistance Integrity Act provided for new rules in determining a recipient’s eligibility for cash assistance. This bill was passed with both Republican and Democrat support and was signed into law by the Governor.

In order to ensure that the program is being carried out as written and to ensure that important public funds remain dedicated to reaching as many Pennsylvanians in need as possible, we will be introducing legislation to ensure that the Department of Human Services regularly informs the General Assembly of the rollout of the program.

The Department of Human Services will be required to issue a report on a yearly basis to the Majority and Minority Chairs of the Senate Committee on Health and Human Services and the Majority and Minority Chairs of the House Committee on Human Services. In this report, they will be required to submit the following:
 
  • Detail how many applicants reported lottery winnings of $600 or more;
  • Detail how many of those applicants were denied assistance due to lottery winnings of $600 or more;
  • Detail any potential gaps in communication encountered between the Department of Human Services and County Assistance Offices which may have resulted in the failed reporting of winnings over $600;
  • Detail ongoing strategies between the Department of Human Services and the Pennsylvania Lottery in carrying out the program;
  • Detail any changes highlighted in reports from previous years;
  • Make recommendations to the General Assembly on how the program could be improved to ensure the overall intent of Act 125.
It's our hope that this legislation will help ensure that important public funds dedicated to helping those who need it the most reach as many Pennsylvanians as possible.
