Subject: Establishing “Election Day” as a Civic Holiday in Pennsylvania
 
I plan to introduce legislation that will establish the first Tuesday in November, Election Day, as an annual civic holiday.

This new civic holiday will permit employees of a commonwealth agency or political subdivision to take two hours of paid leave from work and cast a ballot in-person at a polling place should they choose to do so.

I have heard from a significant number of employees of our Commonwealth who are wary of voting by mail and feel that that their ballot is more secure if cast at a polling place on Election Day. Sadly, many of those who work long hours or have two jobs do not have that opportunity. 

Pennsylvania would join the states of Delaware, Hawaii, Illinois, Kentucky, Louisiana, Montana, New Jersey, New York, Virginia, and West Virginia in recognizing Election Day as a Civic Holiday.
