Subject: | Electronic Weigh Station Bypass |
In the near future I will introduce legislation to direct PennDOT to establish an electronic weigh station bypass system for motor carries moving across Pennsylvania. Bypass services reduce dangerous congestion at weigh stations, reduce emissions by saving fuel and reduce lost time for drivers, all without compromising safety. In fact, bypass services incentivize carriers to maintain their safety record and provide credentials to law enforcement in advance. The local economy benefits from bypass services as well, reducing the overall cost of moving goods. Last year the Federal Motor Carrier Safety Administration mandated the use of on-board Electronic Logging Devices (ELD's) to improve efficiency and safety. The ELD provides additional options for carriers, such as a preclearance app that resides in the device. This technology allows drivers to receive a bypass at fixed and mobile inspection sites through the ELD. This is a nationwide network-available-to-industry, with over 47 states and over 800 bypass sites participating in the national bypass program. The system uses GPS technology which requires no infrastructure or transponder hardware. Other safety components offered are heads-up notifications for inspection and weigh stations locations, high roll over locations, high collision locations, steep grades, as well as truck parking. All critical components to safety and efficiency for motor carriers. This legislation simply allows electronic bypass to function in Pennsylvania, which 47 other states already utilize. It is supported by the largest carriers in North America and by the Pennsylvania Motor Truck Association. This will be a companion to Representative Mindy Fee's bill, HB 1410.
