Senate of Pennsylvania
Session of 2021 - 2022 Regular Session

MEMORANDUM

Posted: June 8, 2021 12:43 PM
From: Senator Devlin J. Robinson
To: All Senate members
Subject: Portable Benefits

Tens of thousands of Pennsylvanians choose flexible work through app-based companies like Uber, Instacart, DoorDash, and Lyft. App-based workers decide if, when, and where they work, and countless surveys have shown these workers value their flexibility first and foremost.

While app-based rideshare and delivery drivers want the freedom to set their own schedule, that should not mean they miss out on benefits and protections such as income replacement, workplace insurance, and legal protection from discrimination.

Existing laws make it incredibly difficult for these companies to provide benefits to their drivers. App-based workers should not have to pick between their ability to work on their schedule, or benefits.

Please join me in co-sponsoring this important piece of legislation, which requires app-based companies in Pennsylvania, such as Uber, Lyft, Instacart, and DoorDash, to provide workers benefits and legal protections while maintaining the ability to work whenever and wherever they choose.

Introduced as SB949
