Senate of Pennsylvania
Session of 2021 - 2022 Regular Session

MEMORANDUM

Posted: May 7, 2021 04:26 PM
From: Senator Kristin Phillips-Hill
To: All Senate members
Subject: Constitutional Amendment Accountability Act

In light of the failure of the current Administration and the Department of State to take proper steps to carry out a proposed constitutional amendment to help victims of sexual abuse, I will introduce legislation that will require the Department of State to post to their website a tracker for the public to monitor every step and action items the department is taking to ensure proper compliance to carry out a proposed constitutional amendment.

Many sexual abuse victims who were counting on the opportunity to weigh in via a constitutional amendment have expressed their dismay how a procedural failure by the Administration could completely ruin any chance for justice this year. However, my legislation will put in place much-needed protocols to ensure every individual can see and monitor the entire constitutional amendment process from start (immediately following the passage of the General Assembly in the first of two consecutive sessions) to end (going to the ballot).

Unfortunately, the simple tasks that the Administration needed to perform and failed to do led to incredible frustration for many throughout this state as well as the resignation of the Secretary of State.

This legislation will provide proper oversight, accountability and transparency.

Many private sector entities allow you to track your order from start to finish. For something as consequential as a proposed constitutional amendment, the taxpayer has every right to this same tool to be employed by their state government.

I hope you will join me in sponsoring this effort to permanently address the errors of the current Administration.

Introduced as SB738
