Subject: Health Care Innovations Retention Act
 
With many playing central roles in the vaccine distribution, healthcare providers and practitioners continue to work around the clock to respond to the COVID-19 pandemic. Emergency declarations at both the state and federal levels have allowed administrative agencies to ensure that our essential health care workers can respond to the ever-evolving needs of our communities.
 
Throughout the pandemic, much has changed in the lives of Pennsylvanians and the manner in which patients receive their care and how providers render health care services has changed forever. Patients and providers have been giving and receiving care in this environment for over a year. To prevent an abrupt and disruptive change to these new delivery models at the end of the COVID-19 emergency declarations, we are proposing legislation that will extend the waivers and administrative flexibilities afforded to health care professionals and administrative officials for an additional one year. Our legislation will also direct the Joint State Government Commission, with the assistance of health care professionals and administrative officials, to research and compile a compilation of these flexibilities and waivers and make recommendations as to which waivers and administrative flexibilities should permanently remain in place.

We believe that, out of necessity, there has been great progress and innovation in the health care community. We should not miss the opportunity to nurture this progress and emerge from the pandemic with a stronger health care community and system in Pennsylvania than we had before.
