| Subject: | Increasing the Minimum Wage |
| In the near future, we plan to introduce legislation which would increase the minimum wage in Pennsylvania to $10.00 per hour and permanently index it to inflation. This legislation will also include language to set the tipped wage in Pennsylvania to 40% of the minimum wage as had been established in Pennsylvania Code Title 34, Chapter 231.34. Until 1996, increases in the tipped wage corresponded with increases in the minimum wage. Since that time, Pennsylvania’s tipped wage has remained $2.83 per hour. Today, the value of the tipped wage has depreciated to 39% of the minimum wage. This legislation with return that connection between the tipped wage and minimum wage. Currently, 29 states have a higher minimum wage than the federal minimum wage. Twenty of those 29 states have a minimum wage higher than the $10.00 per hour that this legislation would set in Pennsylvania. There has not been an increase in the minimum wage at the federal level since 2009. In regards to the tipped wage, 35 states require a tipped wage higher than the federal tipped wage amount of $2.13. Thirty of those states have a tipped wage higher than $4.00 per hour and twenty-seven of those thirty states have a tipped wage set at 40% of its minimum wage or higher.
