Senate of Pennsylvania
Session of 2021 - 2022 Regular Session

MEMORANDUM

Posted: March 2, 2021 10:29 AM
From: Senator Lisa M. Boscola
To: All Senate members
Subject: Interstate Medical Licensure Compact Changes

In 2016, Act 112 was signed into law to permit Pennsylvania to join the Interstate Medical Licensure Compact (IMLC).  The IMLC provides a streamlined process that allows physicians to become licensed in multiple states, thereby enhancing the portability of a medical license and ensuring the safety of patients.

Unfortunately, due to concerns raised by the Federal Bureau of Investigation (FBI) in regards to information sharing for purposes of criminal background checks, Pennsylvania has never been able to fully participate in the IMLC.  I was made aware of this issue from the Department of State budget hearing last year year, and have worked with the original prime sponsor of Act 112 to introduce companion legislation in both chambers to address this issue.

Therefore, I will be reintroducing legislation in the senate to amend the practice acts to address the concerns that have been raised in order for Pennsylvania to fully participate in the IMLC.  It is imperative, now perhaps more so than ever, that we become a full-fledged member-state in this compact.

Introduced as SB444
