MEMORANDUM

From: Senator Michele Brooks
To: All Senate members
Subject: Funding Options for Fire Department Expenses

I plan on reintroducing Senate Bill 1163 of the 2019-2020 legislative session, which will provide our fire companies with an option to utilize other available funding to pay for their monthly expenses.  This legislation was previously cosponsored by Senators Mensch, Argall, Arnold, Baker, Hutchinson, Phillips-Hill, Regan, Stefano and Yaw.

As we all know, our firefighters are on the front line of the COVID-19 crisis and continue to serve the public despite the great risks involved.  However, as a result of the virus, many of our fire departments are unable to conduct fundraising activities, which they rely on to cover their monthly expenses.

My legislation will allow fire departments to use any state grant money or grant money coming to the counties, including revenue coming from a two percent tax on premiums paid for casualty and fire insurance sold in Pennsylvania by out-of-state insurance companies, to be used for a variety of purposes, including but not limited to, their utility bills, mortgage expenses, etc.

I hope you will join me in supporting this important piece of legislation.
