Subject: | Termination of the COVID-19 Emergency Declaration |
I intend to re-introduce a concurrent resolution that would terminate the ongoing COVID-19 Disaster Emergency Declaration. The measure was SR323 of the 2019-2020 legislative session, and was co-sponsored by Senators Argall, Arnold, Hutchinson, Langerholc, Mensch, Phillips-Hill, Pittman, Stefano and Judy Ward. Ever since the original 90-day COVID-19 Emergency Declaration was implemented by the Governor in March of 2020, the administration's edicts have been flawed, inconsistent and - in some cases - unconstitutional. This measure will enhance legislative oversight and input on emergency actions, as members of the General Assembly have been requesting for months. Unfortunately, actions taken by the administration have blindsided our business community, and left much of Pennsylvania’s citizenry confused and frightened. There has been an overall lack of clarity. Even though the Governor has the authority to act swiftly in an emergency, timely and regular input from the General Assembly is critical to making informed decisions. Our duty as a co-equal branch of government is to serve as a check on that authority in case that judgment creeps into overreach or violates the rights of Pennsylvania citizens.
