Subject: "Peer-to-Peer" Vehicle Rental Legislation
 
In the near future, I plan to reintroduce legislation which will modernize the regulatory and tax treatment of vehicle rental platforms to ensure that all car rental providers fall under the same standard.
 
Recently, it has become more common for new types of delivery services to enter the market of rental vehicles.  It is my belief that there should be one uniform standard of insurance and tax obligations for this rental community.  This uniform standard will guarantee that consumers utilizing this “peer-to-peer” form of vehicle rental will have the same insurance protection they would have if they rented through a more traditional model, as well as modernizing to allow for technology-enabled transactions.
 
This legislation will bring all types of vehicle rental platforms under the same standards to ensure consumer protection, while still allowing the industry to continue to grow and innovate.
 
This legislation was formerly Senate Bill 904 from last session, and was co-sponsored by Senators Browne, Langerholc, Tartaglione, Killion, and Blake.
