Senate of Pennsylvania
Session of 2021 - 2022 Regular Session

MEMORANDUM

Posted: December 14, 2020 09:21 AM
From: Senator Judith L. Schwank and Sen. Maria Collett
To: All Senate members
Subject: Access to contraceptives for women

In the near future, we will be reintroducing legislation that would ensure a greater degree of access to contraceptives for women within the Commonwealth by expanding access to contraceptives.

The United States Supreme Court issued a ruling that allows employers to be exempt from Affordable Care Act mandates to provide birth control to employees if they object due to religious or moral values.  This ruling endangers the health and economic security of at least 2.5 million women in Pennsylvania who depend on this coverage for access to affordable, effective contraceptives.

The bill would require insurers to provide coverage for contraceptives. In addition, this bill proposes to eliminate most co-payments for related coverage, lifts pre-authorizations on certain contraceptives, and authorizes insurers to provide coverage of 12 months of birth control at one time.

This bill is a companion bill to legislation introduced in the House by Rep. Leanne Krueger. Please join us in supporting this important piece of legislation.

Introduced as SB353
