Senate of Pennsylvania
Session of 2021 - 2022 Regular Session

MEMORANDUM

Posted: December 7, 2020 03:40 PM
From: Senator David J. Arnold, Jr.
To: All Senate members
Subject: Providing the ability for a voter to electronically cancel their permanent absentee voter status

In the near future I will be re-introducing legislation (former SB1356) that would remedy a current issue within our election law regarding a voter’s permanent absentee voter status.

Currently, PA election law permits a voter to apply for permanent absentee voter status electronically. The law is silent on a voter’s ability to electronically cancel their permanent absentee voter status, and the Department of State website does not provide an electronic option. The voter must physically print out a PDF form, fill it out, and mail/drop it off to the county election office.

There is no need for this added barrier for the voter.

The language of the bill appears below:
If an electronic system under subsection (k) is available by which a qualified elector may request permanent absentee voter status, the Secretary of the Commonwealth shall include an option for a qualified elector who has received permanent absentee voter status to electronically cancel the elector's permanent absentee voter status, provided the system is able to capture a digitized or electronic signature of the applicant.

Please join me in sponsoring this legislation.
