Subject: Changes to the Small Games of Chance Act
 
I plan on reintroducing SB 1061 of the 2017-18 session that makes several changes to the Small Games of Chance Act.  These changes include:   

 

  • Extend all the games allowed for social clubs to be included in tavern gaming; 

  • Cut the license renewal fee to $500 (from $1,000); 
  • Change the distribution of the revenue split between the Commonwealth/tavern/host municipality from 60%-35%–5% to 50%-50% Commonwealth/tavern; 
  • Remove the $1,000 15-year FBI background investigation requirement.  Taverns are already given a background check by the Pennsylvania Liquor Control Board to be approved for a liquor license which is also reviewed every two years before a license renewal.  
  • A third violation of this chapter would result in revocation of the tavern gaming license, not one’s liquor license.   

 

The Commonwealth should create an atmosphere where small businesses are able to thrive and have tools under their belt to compete with the larger casinos.  I believe that these changes are necessary to do just that and I hope you will consider joining me by co-sponsoring this legislation.
