| Subject: | Legislation to Permit the Purchase of Wine and Liquor on Credit for Licensees |
| I plan to reintroduce legislation which would establish changes to the process in which liquor licensees can pay for and obtain alcohol from state stores for the purpose of retail sale. This bill would permit liquor licenses with the ability to purchase wines and spirits from state liquor stores a on a credit basis – no payment being required at the time of purchase. Current law does not allow the Liquor Control Board (LCB) to provide for payment flexibility such as this. Under this concept, a liquor licensee would be able to purchase liquor from a state store on a line of credit, with a maximum of no more than 30 days accrual without any payment towards the balance. I have circulated a similar memo with a temporary basis for liquor and beer purchases on credit, however the goal of this legislation is to permit the process for wine and spirit store sales only and to be permanent. In the midst of this difficult period when the future of many restaurants and bars is uncertain, this could provide a lot of financial help to small businesses – bars, restaurants, hotels, golf courses, clubs, fire halls, etc. that have a liquor license and may not have the cash on hand to pay for more source materials for their business.
