| Subject: | Ending Puppy Mills in PA |
| During this pandemic, we are constantly reminded of the emotional support that dogs provide to so many citizens in the Commonwealth and it is our obligation to stop the abuse of puppy mills. While we remain supporters of Victoria’s Law, a bill we hoped would end puppy mills in PA, it is clear there remains opposition to the bill. With that in mind, we soon plan to introduce legislation that would assist citizens in procuring a dog from a reputable organization. At present, the University of Pennsylvania School of Veterinary Medicine is developing best practices for shelter and kennel management. The legislation would direct the PA Department of Agriculture to provide an online “best practices” list of criteria based on University of Pennsylvania’s work, for organizations which charge a fee to acquire a dog, including shelters and rescues. Organizations meeting the criteria can request to be posted as such on the Department’s website. In addition, citizens will be able to submit comments to the website based on their experiences with the organizations on this list. I hope you will join in helping to provide the citizens of the Commonwealth a public resource to obtain their next “best friend” based on criteria set by experts at University of Pennsylvania School of Veterinary Medicine. |
