MEMORANDUM

Posted: May 19, 2020 02:10 PM
From: Senator Kristin Phillips-Hill
To: All Senate members
Subject: Allowing for a Waiver for Outdoor Swimming Pools

I will be introducing legislation to allow our public and private commercial outdoor swimming pool venues to re-open by following prudent health and safety precautions.  This legislation will require the Department of Community and Economic Development (DCED) to issue a waiver to the Governor’s COVID-19 Business Closure Order to all outdoor swimming pools that can safely adhere to social distancing practices, Centers for Disease Control and Prevention (CDC) guidelines, and other mitigation measures.

After months of complying with stressful stay-at-home orders to successfully flatten the curve of new COVID-19 viral infections, our residents are ready to enjoy the sunshine and health benefits of outdoor swimming.

This legislation requires that outdoor pool venues shall review the latest guidance issued by the CDC, found at https://www.cdc.gov/coronavirus/2019-ncov/community/parks-rec/aquatic-venues.html, and ensures outdoor pool venues are knowledgeable in the strategies needed to protect the health and safety of patrons and staff.

Please join me in cosponsoring this legislation.
