| Subject: | COVID-19 Waiver for Barbers and Cosmetologists |
| In the near future, I plan on introducing legislation which will grant an immediate waiver for licensed barbers cosmetologists during the COVID-19 emergency. While the Governor has begun to relax some of the mitigation restrictions across the Commonwealth, there are still whole categories of businesses who cannot operate and are dealing with large financial repercussions as a result. As we stand in early May of 2020, there are no businesses that want to open who aren’t willing to comply with even the most stringent mitigation guidelines in order to at least open their doors. My legislation will grant a waiver to a business sector which we all know supports many individuals and families throughout the Commonwealth – our barbers and cosmetologists. These personal service workers have been begging to be allowed to operate for weeks now, and I believe that given the proper instructions, can do so safely and without a danger to them or their customers. Any licensed barber or cosmetologist, will be allowed to perform their duties if they follow several requirements including, but not limited to, strict adherence to CDC, OSHA and DOH guidelines, taking customers by appointment only, wearing masks at all times, providing for social distancing in waiting areas and wiping down equipment after each customer. While I believe that this is not an ideal circumstances, I believe that many in this line of work would gladly take these few extra steps to not only ensure the safety of themselves and others, but to continue to do their jobs and earn a living to pay their bills during this unprecedented time.
