MEMORANDUM

Posted: April 27, 2020 10:16 AM
From: Senator Kristin Phillips-Hill
To: All Senate members
Subject: Allowing for a Waiver for Pet Groomers

In the very near future, I will introduce legislation which will require the Secretary of the Department of Community and Economic Development (DCED) to issue a waiver to the Governor’s COVID-19 Business Closure Order to all pet groomers that can safely adhere to social distancing practices, Centers for Disease Control and Prevention (CDC) guidelines, and other mitigation measures.

Individuals throughout the state who own dog grooming businesses cannot operate because DCED has deemed them “non-life sustaining” and have not been able to remain open for weeks.  Grooming your pet isn’t just for show, it is a responsibility that all owners take seriously to keep their pets, healthy, clean and protected from disease.  Pet groomers are often small businesses that have not been able to provide their services to responsible pet owners and have been struggling since they were ordered to shutter their doors.

Dog groomers should be able to remain open with a pickup and drop off curbside system, so our pets can receive the essential grooming and care that they need and our small business owners can continue to earn their livelihood.

Please join me in cosponsoring this legislation.
