Subject: State System COVID-19 Stabilization Plan
 
In the near future, we will introduce legislation that will provide flexibility for the Pennsylvania State System of Higher Education (PASSHE) to address system-wide challenges that have been exacerbated by the COVID-19 pandemic.

PASSHE’s institutions have undergone a system-wide assessment and identified measures that will be key to the long-term success of their universities, regardless of their size and financial position.

This legislation will assist PASSHE in their efforts to develop a plan and implement measures to help institutions return to a healthy financial and operating position, and will ensure the strongest universities in the System continue operating in an environment that promotes their continued success.  The plan must be approved by the PASSHE Board of Governors and will have a finite time for implementation.  This will not grant the PASSHE Chancellor or the Board of Governors any additional long-term authority.
