MEMORANDUM

Posted: February 7, 2020 11:52 AM
From: Senator James R. Brewster
To: All Senate members
Subject: Modernizing the Fish Code

In the near future, I will introduce legislation to delete the phrase “written in ink” from Section 2710 of Title 30 (Fish). This is an antiquated provision that exists within the Fish Code requiring a fishing license to be signed in ink.

A person engaging in fishing is no longer required to outwardly display the license on their body, due to a recent regulatory change by the PA Board of Fish & Boat Commissioners. However, a signed printed copy of a fishing license must still be in an individual’s possession.

My bill would further allow for proof of purchase to be shown from an individual’s mobile device to satisfy the requirement that they possess a valid fishing license.

The goal of this legislation is to modernize how customers become licensed, since many anglers purchase their fishing license online in a relatively short window of time before use. The PA Game Commission did away with their license display requirements in 2012. My legislation will help to modernize the Fish Code for Pennsylvania’s 1.5 million anglers.
