Subject: Expanding Pennsylvania's Income Tax Forgiveness Program
 
I will soon introduce legislation to increase the income thresholds for Pennsylvania’s Tax Forgiveness Program by five percent followed by annual increases thereafter to keep pace with rising inflation. This longstanding program has helped many low-income, working families struggling to make ends meet by refunding some or all of their income taxes paid throughout the year.

The income thresholds for tax forgiveness have not been increased for many years and this benefit to low-income workers has gradually diminished each year with inflation. The $6,500 credit for an individual or $13,000 for a couple has not been raised since 1999 and the $9,500 dependent credit was last adjusted in 2004.

Tax forgiveness encourages employment and puts low-wage earners in a position to gain experience and skills to command higher wages. My proposal will give the tax forgiveness program a long overdue adjustment and preserve this benefit for low-wage, working families into the future.
