Subject: | Community Supervision Awareness Week |
Upon our return to session, we will be introducing a bipartisan resolution to name the week of September 23, 2019 “Community Supervision Awareness Week” in Pennsylvania. Pennsylvania unfortunately leads the nation in adults under community supervision, with one out of every 53 adults supervised throughout the state. While community supervision was intended to rehabilitate offenders without incarceration, a 2018 report by the Council of State Governments’ Justice Center found that 54 percent of prison admissions in 2017 were due to violations of supervision, a third of which stemmed from technical violations in which no new crime was committed. The growing number of adults under supervision is placing undue stress on our county probation and parole offices, while the re-incarceration rate is costing the Commonwealth an estimated $334 million each year. We’ve made great strides in reducing our prison population in recent years, however these efforts are hampered by the continued growth of populations on county probation. In order to draw attention to legislative efforts to reverse this trend, as well as recognize the hard work and dedication by our increasingly burdened county adult probation and parole officers, we hope that you would join us in co-sponsoring this resolution.
