Subject: RETSL Bidder Registration Legislation
 
In the near future, I intend to introduce legislation amending the Real Estate Tax Sale Law in regard to registration requirements in order to bid at a tax sale.

My legislation will require a pre-registration process for all potential bidders prior to the sale. Name, address and telephone number will be required of every applicant, including all officers of a corporation, LLC, etc. In addition, applicants will have to sign an affidavit stating they have no outstanding tax or municipal utility bills anywhere in the Commonwealth. Tax Claim Bureaus will also be required to provide a list of registered bidders to all municipalities prior to the sale.

This issue is the number one priority for the Statewide Blight Task Force this session. One of the biggest problems for our municipalities in dealing with blighted properties is the ability of negligent owners to hide behind the corporate veil. Many times, the same person will buy properties using numerous corporate names. It occurs very frequently at delinquent tax sales. Municipal code officials struggle to locate a responsible party as a result. It is my hope that by adding the requirements included in this legislation, it will be easier for municipalities to track down negligent property owners.
