Subject: Medical Assistance Program Fraud: Recommendations from Grand Jury
 
In light of the 42nd Statewide Investigation Grand Jury Report regarding State Medicaid program vulnerabilities, I plan to introduce legislation aimed at addressing deficiencies addressed in the report.

Specifically, I would like to address two recommendations from the report.
  1. The creation of a unique identification system which would identify all individuals providing services within the medical assistance program. This would further cover payments and claims all in reference to the unique identifying number for that particular individual.

  1. The establishment of a mandate that all medical assistance claims include the specific date as well as start and end times for all services rendered.

It is my hope, as a long-time proponent of reducing and eliminating fraud within state taxpayer-funded assistance programs, that we can correct these identified deficiencies, and foster direct and detailed reporting to the Department of Human Services and managed care organizations in the Commonwealth.

I plan to work closely with the Attorney General and the Department of Human Services in addressing these issues and crafting a bill that encompasses the work and recommendations of the grand jurors while statutorily accomplishing the same goals.
