Subject: Bloodborne Pathogens Certification for all Tatoo Artists in Pennsylvania
 
The tradition of tattooing dates back thousands of years. The number of people getting tattooed continues to increase each year. Currently, Pennsylvania’s only regulation of tattooing is a penalty of a misdemeanor crime for any individual who tattoos a person under the age of eighteen years without the consent of the living parents, or of the legal guardian.

The state of Pennsylvania currently lacks state-wide laws regulating training and safety standards. Tattoo artists, employers, and employees of tattoo studios are often exposed to blood as a daily part of the job, putting them at risk for exposure to Hepatitis B, Hepatitis C, HIV/AIDS, tuberculosis, and other bacteria and viruses carried in blood. It is imperative that tattoo artists, employers, and employees of tattoo studios know how to protect themselves and their customers.

To promote a safe and healthy environment in tattoo studios across the commonwealth, I will soon introduce legislation that will require all tattoo artists (in showing best practices) operating in the state of Pennsylvania to hold a valid annual Bloodborne Pathogens certification, and all employers and employees of tattoo studios (in showing best practices) hold a valid annual Bloodborne Pathogens certification, and uphold OSHA federal standards toward Bloodborne Pathogens certification and proper disposal.
