| Subject: | Bloodborne Pathogens Certification for all Tatoo Artists in Pennsylvania |
| The tradition of tattooing dates back thousands of years. The number of people getting tattooed continues to increase each year. Currently, Pennsylvania’s only regulation of tattooing is a penalty of a misdemeanor crime for any individual who tattoos a person under the age of eighteen years without the consent of the living parents, or of the legal guardian. The state of Pennsylvania currently lacks state-wide laws regulating training and safety standards. Tattoo artists, employers, and employees of tattoo studios are often exposed to blood as a daily part of the job, putting them at risk for exposure to Hepatitis B, Hepatitis C, HIV/AIDS, tuberculosis, and other bacteria and viruses carried in blood. It is imperative that tattoo artists, employers, and employees of tattoo studios know how to protect themselves and their customers. To promote a safe and healthy environment in tattoo studios across the commonwealth, I will soon introduce legislation that will require all tattoo artists (in showing best practices) operating in the state of Pennsylvania to hold a valid annual Bloodborne Pathogens certification, and all employers and employees of tattoo studios (in showing best practices) hold a valid annual Bloodborne Pathogens certification, and uphold OSHA federal standards toward Bloodborne Pathogens certification and proper disposal.
