Subject: School Safety and Security - Amendments to Act 44 of 2018
 
To help further protect our children, teachers, and provide schools with multiple options pertaining to school safety and security, I will be introducing legislation to amend Act 44 of 2018.

Last session the Senate led the charge on advancing measures to increase school safety and security in public schools. Through Act 44, the Safe2Say Program was established, the School Safety and Security Committee at PCCD was formed, and a brand new School Safety and Security Grant program was created.

When drafting Act 44 we understood that school districts, under current practice, could decide whether school security guards should be armed or unarmed while on school property. A recent memorandum from the Department of Education is interpreting provisions related to school safety guards as not having the authority to carry a firearm. In no way was this legislation designed to prevent school security guards with the proper certifications from carrying a firearm.

Additionally, my legislation will clarify language to include sheriffs and sheriff deputies who serve as school resource officers in many of the counties throughout this Commonwealth.
