Subject: Emergency Management Code Rewrite
 
In the near future, I plan to introduce legislation that was introduced last session by Senator Vulakovich as Senate Bill 1019, rewriting the Emergency Management Sections of Title 35 (Health & Safety) and enhancing Pennsylvania’s ability to prevent, prepare for, respond to, and recover from natural and manmade disasters.

Title 35 has not been updated since 1996, although our emergency response network has improved dramatically over the past 20 years. This legislation will incorporate recent modifications to our emergency response network, reflecting the lessons learned from September 11, 2001; Hurricanes Katrina, Irene, and Sandy; the Valentine’s Day snowstorm; and other natural and manmade disasters.

By overhauling Title 35, Pennsylvania law will formally acknowledge the Regional Counter-Terrorism Task Forces; improve the coordination of disaster preparedness and emergency management endeavors; along with other changes designed to keep pace with technology and newly emerging global threats.

Additional cosponsors of Senate Bill 1019 of the previous session included Senators Costa, Baker, Brewster, Brooks, Eichelberger, Fontana, Gordner, Hughes, Mensch, Rafferty, Schwank, Stefano, Tartaglione, Yaw, Yudichak, Ward and Regan.
