Subject: Pipeline Safety – Notification Requirements
 
In the near future, we will be introducing legislation that would establish notification requirements for residents who are impacted by pipeline construction. It is imperative that residents are alerted to potential impacts of pipeline-drilling projects well in advance of the commencement of construction and/or drilling.

Our legislation would require companies to provide notification to residents, municipalities and other applicable parties affected by drilling at least 5 days in advance of the initiation of any project. In lieu of DEP regulations addressing this notification requirement, we believe it is necessary to enact legislation to address this issue.

This proposed legislation to require notification arose out of a recommendation offered by the Governor's Pipeline Infrastructure Task Force in the 2015-2016 Legislative Session that would improve public participation and the communication of information relating to planning, construction and or/maintenance of existing and new pipelines.

This legislation will be similar to SB 1027 of the 2017-2018 Legislative Session which was introduced by Senator Rafferty and co-sponsored by the following Senators: McGarrigle, Dinniman, Folmer, Aument, Mensch, Hughes, Costa, Killion, Schwank and Yudichak.
