Subject: Assessor Certification in First Class Counties
 
In the near future, I will be reintroducing Senate 384, legislation to remove the existing exemption for Philadelphia from the Assessors Certification Act of 1992. Currently, Philadelphia is the only county exempt from the Act’s requirements and standards set by the State Board of Real Estate Appraisers.

My legislation would require Philadelphia to use certified assessors to ensure professionalism and accuracy in the assessment process. Current property assessors in Philadelphia would have three years to become certified by the State Board of Real Estate Appraisers, but newly-hired employees would need to be immediately compliant with the Act. This has been a companion measure to legislation introduced by Representative Curtis Thomas for several sessions and passed the Senate unanimously in April 2018.
