Subject: Limits on Political Contributions by Commonwealth Contractors
 
In the near future, I will be reintroducing Senate Bill 387 from the 2017-2018 Legislative Session, which seeks to address concerns with campaign contributions from firms seeking procurement work from the Commonwealth.

The bill would amend Title 62 to place dollar limits on political contributions of bidding contractors and require disclosure of those political contributions. Specifically, this bill would:
  • Require bidding contractors to list political contributions made by executives or associated PACs.
  • Establish limits of political contributions to $2,400 per candidate per election and $5,000 per PAC per election.
  • Define which contractors are subject to disclosure and limit requirements.
  • Require that lobbyists hired on behalf of bidding contractors are registered in accordance with the Lobbying Disclosure Act.
  • Require all information submitted under this section be made available to the public to make the bidding process more open and transparent.

Senate Bill 387 was co-sponsored by Senators Blake, Brewster, Costa, Folmer, Greenleaf, Haywood and Yudichak.
