Senate of Pennsylvania
Session of 2019 - 2020 Regular Session

MEMORANDUM

Posted: December 4, 2018 03:26 PM
From: Senator John P. Sabatina, Jr.
To: All Senate members
Subject: Providing Job Training Preference for Active Duty Service Members

In the near future, I plan to reintroduce legislation that will amend the Workforce Development Act to provide members of the PA National Guard and reserve components of the U.S. Armed Forces who serve on active duty, as well as their spouses, preference for placement into job training programs for one year after discharge. Under current law, the Workforce Development Act provides no preference for veterans or their spouses.

As of 2017, Pennsylvania had 19,000 unemployed veterans, per The U.S. Bureau of Labor Statistics. That figure accounts for the 8th highest rate of veteran unemployment, at 5%, in the United States.[1]

We owe it to those who have served our Country the opportunity for a good family-sustaining job in return for their service. Giving them preference for job training programs is one way we can show our appreciation and to strive to reduce the rate of veteran unemployment here in our Commonwealth.

I hope you will join me in co-sponsoring this important legislation.

The previous bill, SB 939, was co-sponsored by: Blake, Killion, Costa, Regan, Rafferty, Browne, and Mensch.
