Subject: Actual Value Initiative Moratorium in Philadelphia
 
In the near future, I will be introducing legislation to place a temporary moratorium on rapidly increasing property assessment values under Philadelphia’s Actual Value Initiative (AVI). This enabling legislation will keep in place property valuations from tax year 2018 until such time that a thorough audit of the Philadelphia Office of Property Assessment (OPA) is completed and reviewed by City Council.

This year’s AVI reassessment resulted in a citywide increase of eleven-percent, with some properties exceeding a fifty-percent increase in value over one year. Wide variances in similar properties on the same block have led council members to question whether OPA’s methodology is sound, resulting in city council’s call for an audit as provided under the Philadelphia Code. Until this audit is completed and the results reviewed by the city’s government, it is unfair to taxpayers to utilize the new valuations.
