Subject: Pennsylvania Center for Gun Violence Research
 
In the near future we plan on introducing legislation to create Pennsylvania Center for Gun Violence Research.

Gun violence is a public health crisis and a public safety problem across the Commonwealth. Rates of fatal gun violence has remained essentially unchanged for more than a decade. For the decade ending in 2010, Pennsylvania had 12,941 gun related deaths, which ranked fourth in the nation. During the same decade, the commonwealth ranked as one of the highest in the nation for gun homicides among children and teens.

Unfortunately, there is not enough data to identify the root causes of gun violence nor is there enough information to determine what best practices are proven to reduce or prevent gun violence.

This legislation would require a selection committee to accept proposals for a research center for gun-related violence in the commonwealth. Independent colleges, state-related and state-owned institutions would be eligible to submit proposals to host the research center. After review of the proposals by the selection committee, the governor would select an institution of higher education to host the research center. The center would be responsible for working with the Executive and Legislative branches to identify, implement and evaluate innovation gun violence prevention policies and programs. The center will also be response for conducting interdisciplinary research. All research will be made available to the public.
The center will receive an annual appropriation from the General Assembly and may supplement their own research by providing grants to other research organizations. Any research done via grant will be considered public and owned by the center.
