Subject: Extension for PA Income Tax Checkoff for Red Cross
 
In the near future, I plan to introduce legislation that would amend the Tax Reform Code of 1971 to extend the income tax checkoff for the American Red Cross. In 2013, I introduced Senate Bill 630, which was then amended into the Omnibus Tax Code, Act 52 of 2013, to require the Department of Revenue to provide a space on the Pennsylvania individual income tax return form whereby an individual may voluntarily contribute part or all of his tax refund to the American Red Cross. However, the income tax checkoff for the Red Cross established in Act 52 of 2013 is set to expire on January 1, 2018. My legislation would extend the Red Cross income tax checkoff four years, to January 1, 2022.

The American Red Cross has a vital and unique role in disaster response and works very closely with government at all levels to improve response to disasters. All funds donated from the checkoff will stay in the Commonwealth for state-based projects. The proposal does not have a fiscal impact because all costs associated with the administration of the fund are covered by the fund.

Extending the Red Cross tax checkoff will enable the Red Cross to continue to increase its awareness throughout the Commonwealth and provide much-needed funding and services back to the communities it serves within the Commonwealth.
