Subject: Improving Traffic Incident Management
 
In the near future, we intend to introduce legislation to improve traffic incident management with “hold harmless” legislation to limit liability for emergency service responders, Commonwealth agencies or commissions, etc. who move a vehicle off of the roadway from an accident scene.

According to the U.S. Department of Transportation, two-thirds of congestion on U.S. roadways are attributed to non-recurring congestion instances including traffic incidents (25%), bad weather (15%), work zones (10%), poor signal timing (5%) and special events (5%).

This legislation was not only a top legislative recommendation in the 2014 Transportation Advisory Committee’s report on “Traffic Incident Management”, but this legislation was also reinforced as a top legislative priority at the 2016 Pennsylvania Traffic Incident Management Summit.

Please join us in co-sponsoring this important piece of legislation to improve traffic incident management and to ensure first responders are not liable for performing critical services in the event of a traffic incident on the Commonwealth’s transportation system.
