| Subject: | Updates to the Covered Device Recylcing Act (Act 108 of 2010) |
| Over the past few years, it has become very clear that the Covered Device Recycling Act (Act 108 of 2010) is no longer efficiently serving the citizens of Pennsylvania. The current system, which calculates a manufacture’s cost of recycling on the weight of the devices sold in the previous year, does not effectively address technological advances, which results in modern, lighter devices being sold, while bulkier, outdated electronics are being recycled. Because of this flaw in the current system, many citizens do not have access to facilities to adequately recycle their devices and often times, are required to pay a fee. Municipalities are attempting to fill the void where recyclers once independently operated, but that also comes at a cost not borne by the present system. The challenges of Act 108 were the subject of a 2016 hearing of the Joint Legislative Air and Water Pollution Control and Conservation Committee, in which system participants agreed that the Act was no longer fulfilling its intent and updates need to be made. To this end, I plan on introducing legislation to address the issues with the Covered Device Recycling Act. Please join me in co-sponsoring legislation to ensure that all Pennsylvanians are able to adequately recycle their electronic devices and keep these devices out of our waterways and forests. |
