| Subject: | Safe Streets Law Enforcement Grant Program |
| In the near future, we plan to introduce legislation to create the Safe Streets Law Enforcement Grant Program. This program will provide grants to police departments in our urban centers to combat crime. Under our proposal, cities of the first, second, second A, and third classes would be eligible for Safe Streets grants totaling $3.2 million. The program will be administered the Pennsylvania Commission on Crime and Delinquency. Grant funds could be used only for one-time, non-recurring costs including purchasing new police equipment, training police officers, enacting new public safety initiatives, and funding police overtime. Other than overtime costs, municipalities would not be able to use grant money to cover the costs of personnel or benefits including salary or benefit increases, hiring new officers, etc. The amount available to each city police department would be based on population as follows: First and Second Class cities (2) - $150,000 2A and 3rd Class cities (55) Population between 120,000 and 40,000 - $100,000 Population between 39,999 and 16,000 - $75,000 Population between 15,999 and 10,000 - $50,000 Population of 10,000 or fewer - $25,000 Municipalities that rely on the Pennsylvania State Police for primary policy coverage would be ineligible for grant funding. We believe this program will provide much needed funding for initiatives that local police in our 57 cities can utilize to combat increasing crime rates and protect the public.
