Subject: | State Civil Service Hiring Preference for People with Disabilities |
In the near future, I plan on introducing legislation that would amend the State Civil Service Exam and give people with disabilities additional points on the State Civil Service Exam. According to the U.S. Census Bureau, it is estimated that one in six Pennsylvanians have some level of disability. In December of 2015, the Disability Rights Network of Pennsylvania reported that almost 60,000 Pennsylvanians with disabilities, ages 21 to 64, were not employed but were actively looking for work. Furthermore, only about 34% of working-age people with disabilities were in the labor force and only about 18% of youth with disabilities, aged 16 to 20, were employed. People with disabilities offer a wide-variety of skills and abilities to employers. This legislation provides the Commonwealth with the opportunity to become a leader in disability hiring and set the example for all employers in Pennsylvania.
