Subject: Campus sexual assault study
 
I will shortly introduce a resolution calling for a study by the Joint State Government Commission into the nature and extent of campus sexual assault on Pennsylvania's numerous post-secondary campuses, including recommendations for changes in state policies or statutes to decrease the risks of assault and injury and to provide increased safety for students, staff and visitors to campuses.

Sexual assault on or related to scholastic campuses increasingly has drawn attention with changes in social practices and understandings of sexuality. The magnitude and impacts of the problem within the Commonwealth, however, and the responses proposed to deal with them have invariably relied on extrapolations from national studies or the reaction to individual notorious incidents. The accuracy and the relevance of the understandings and responses, both generally and with regard to particular schools and campuses, remains unclear. It is often a matter of disagreement among various interested parties despite their common concern for safety.

My resolution will provide for a committee of up to 20 representatives from schools, law enforcement, victim resource programs and agencies, and students to assist the commission in studying and analyzing the nature and extent of sexual assault on post-secondary campuses in Pennsylvania, the nature and effectiveness of sexual assault education and prevention programs here, the accuracy and use of reporting data and the response by officials and others to reports of assaults, and the effectiveness of statutory or regulatory mandates and programs.
