Subject: Senate Bill: Title 4 (Amusements) – Gaming Reforms
 
In the near future, I plan on introducing legislation, which would amend Title 4 (Amusements), Part II (Gaming), known as the Pennsylvania Race Horse Development and Gaming Act (Gaming Act) by providing for various enhancements and reforms.

Among the Gaming Act reforms to be addressed in this legislation are the following:
  • Clarification that the PA gaming lab can contract out testing where warranted and offer abbreviated/conditional approval of games, subject to final review by the Pennsylvania Gaming Control Board (PGCB).
  • Adding language to reflect that nothing in Title 4 (Amusements) is intended to discourage or prohibit business incentives such as reinvestment tax credits for PA casinos.
  • Specifying that the PA State Police has jurisdiction and oversight of criminal matters beyond the gaming floor at PA casinos.
  • Increasing the licensing period from three (3) years to five (5) years for the various licenses and permits required under the Gaming Act.
I am cognizant of the challenges faced both in establishing and ensuring the continued growth of the PA gaming industry in an increasingly competitive environment. It is imperative that we ensure PA casinos have the tools necessary to continue to thrive and guarantee the job security of the many men and women employed by the PA gaming industry. This proposed legislation is meant to be a starting point on which to build upon as we work together to ensure a healthy and vibrant business atmosphere for Pennsylvania’s gaming industry.
