Subject: Alcohol Service Personnel Training Expansion
 
In the near future I plan to introduce legislation to amend the Liquor Code. My legislation will expand the opportunities for alcohol service personnel to obtain the training necessary to prevent sales to minors and visibly intoxicated persons; and, to help them comply with the Liquor Code.

The PLCB currently certifies third-party providers to teach its Responsible Alcohol Management Program (RAMP) to alcohol service personnel. The PLCB does not, however, certify third-party providers that teach more than the required curriculum under RAMP. An example of a program that cannot receive certification in Pennsylvania is the nationally renowned TIPS program. TIPS is a skills-based training program that is designed to prevent intoxication, underage drinking and drunk driving. My legislation would allow these groups that teach above and beyond the RAMP curriculum to become certified in the Commonwealth. Certification will further enhance the alcohol service personnel training in the PA and make the individuals receiving this training more marketable to potential employers.
